You can, and it usually fails. New-build blocks are left compacted and often hold building debris under a thin skim of topsoil, so roots cannot get down. Decompacting and preparing the ground first is what makes the lawn last.
If the budget allows, yes. Doing both in one visit costs less per square metre than two separate jobs, and the levels and drainage can be set out as one system. We quote it both ways so you can decide.
You do not need to wait, as long as the house is finished enough that nothing gets driven over. If builders are still on site we stage the work around them.
